（一）基金名称：中国海外学者视觉和眼科研究基金
Name: OCAVEA Research Foundation
（二）基金宗旨：
Purpose (Mission Statement):
通过和中华眼科学会及美国眼科和视觉研究学会的紧密合作推动中国和海外在眼科领域的学术及人才交流，促进中国眼科基础和临床研究的发展。
The purpose of the OCAVER Foundation is to promote the academic exchange between China and overseas eye researchers by the collaborating with Chinese Ophthalmology Society and ARVO, and to help the development of Chinese ophthalmology in basic and clinic research.
（三) 基金简介：
Introduction
1。基金募集对象：
Donation
面向中国及世界各地有意促进中国眼科基础和临床研究发展提高的各界同仁。包括企事业，团体，院校，基金会及个人。
Donations are welcome from contributors in China and worldwide who are willing to promote the basic and clinic research of Chinese Ophthalmology, including company, society, university, foundations and individuals.
2。 基金用途：
Donations provide the following support:
1）用于资助中国眼科基础和临床研究领域的青年科学家在海外短期学习。
Support short term abroad training of Chinese young scientist in basic and clinical eye research.
2）用于资助中国眼科基础和临床研究领域的杰出科学家在海外短期学术活动。
Support short term overseas academic activity for outstanding Chinese scientist in basic and clinical eye research.
3）用于资助在美国和中国举行的中美眼科研讨会。
Support the OCAVER conference in USA and China
4）用于资助在中国内地举办介绍国外眼科研究方面新进展新技术的学习班。
Support the training courses in China to introduce the new development and advanced technique in Ophthalmology
5）中国海外学者视觉和眼科研究联合会和基金运作日常维持费用由主席批准。
Foundation expenditure for Support the regular activities (as listed in above categories, 1-5) of OCAVER is approved by the OCAVER Chairman.
3。基金管理：
Foundation management
1）由中国海外学者视觉和眼科研究联合会理事会管理
Managed by the board of the OCAVER
2） 募集到的基金由中国海外学者视觉和眼科研究联合会 专人专户管理。
Donations will be managed by the administrators appointed by OCAVER
3）特别,大的基金支出时由主席提出建议，理事会通过方可执行。
Special and large Foundation expenditure is proposed by the Chairman of OCAVER, and should be approved by the board before expensing.
4)每年由财务主管人员或主席向理事汇报年度基金的募集及使用情况。
The foundation recruitment and usage should be reported by the financial manager or Chairman to the OCAVER board members at the OCAVER’s annual meeting.
4。对捐赠者奖励办法:
Awards and honors for donors
1)对于做出捐赠的企事业，团体，院校，经主席提议，理事会审议通过，可以在相应场合对其产品或组织进行适当介绍。
For the Donor Company and organizations, their products or organization can be endorsed by OCAVER along with the recommendation of OCAVER Chairman, after the approval from the OCAVER board.
2）经主席提议，理事会通过对有较大贡献的团体代表及个人何以在相关场合进行表彰。
With the endorsement of OCAVER Chairman and approval by the OCAVER board, the OCAVER will award the society or individuals who have made significant contributions to OCAVER
3）对于大额捐赠或项目资助，经主席提议，理事会审议通过，可成立相应基金，并用捐赠人、团体、企业命名该项基金。
For the large donation or support, with the proposal of the Chairman and the approval of the board, the foundation can be named after the donor.

中国海外学者视觉和眼科研究联合会简介
OCAVER Background
改革开放30年来为数众多的中国学者(包括眼科工作者)赴海外学习或工作，这些海外学子已在各自所在国生根发芽，并在各自的领域做出了成绩。这一群体，也包括一些在海外出生的海外华人，已成为西方国家在各个研究领域的一支重要力量。目前在世界各地工作的来自中国的眼科工作者不但具有丰富的专业知识，熟悉西方科研和文化体系，和祖国有许多联系更乐意为中国眼科基础和临床研究的发展尽力。因应这种形势，部分海外从事眼及视觉研究之华人学者于2006年在美国发起并成立了中国海外学者视觉和眼科研究联合会(Overseas Chinese Association of Vision and Eye Research, OCAVER)。 联合会的成立不仅为海外视觉及眼科研究之华人科学家提供了一个学术交流的平台，促进华人学者学术水平的提高，而且为促进中国和海外眼科学术交流、人才交流及协作起一个桥梁作用。会员主要为从事视觉及眼科研究或对之有兴趣之海外华人学者。协会为独立的非营利组织，与视觉及眼科协会(美国,ARVO)及中华医学会眼科分会合作。每年召开一次理事会和年会。由理事会决定会员大会及理事会会议之日期与地点。目前本会年会系与ARVO年会联合举行，同时进行学术交流。成立3年来，已有300名海外不同国家的华人科学家申请加入，包括很多著名的眼科和视觉研究专家。并与ARVO及中华医学会眼科分会合作成功地组织了4届中美眼科研讨会。联合会日常会务工作由主席或其指定人及理事会主持及管理。
